Rynek kryptowalut charakteryzuje się wysoką zmiennością kursów. Jest więc dobrym miejscem do spekulacji, a to często uniemożliwia dokonywanie płatności z pominięciem instytucji finansowych. A przecież taka funkcja przyświecała tworzeniu wirtualnych pieniędzy. Odpowiedzią na te problemy mają być stablecoiny. To rodzaj tokenów łączących w sobie cechy charakterystyczne dla kryptowalut i tradycyjnych pieniędzy.
Zapewniają stabilność i zmniejszają ryzyko
Jak sama nazwa wskazuje, stablecoins mają zapewniać stabilność kursu. Zazwyczaj jest to osiągane poprzez emisję kryptowaluty w oparciu o rezerwy waluty narodowej, w stosunku 1:1. Na przykład jakiś stablecoin może mieć wartość 1 euro i być wymienialny na taką właśnie kwotę, bez względu na to, co dzieje się na rynkach. Dzięki temu stablecoins mogą przyczynić się do popularyzacji walut wirtualnych w codziennym życiu. Są one również bardzo przydatnym narzędziem dla inwestujących na rynkach kryptowalut. Nie każda bowiem ich giełda obsługuje transakcje w środkach pieniężnych. Jednostka kryptograficzna o stałej wartości to w tej sytuacji doskonały zamiennik dla tradycyjnej gotówki. Zmniejszają też ryzyko strategii hedgingowych.
Tether dobrym przykładem
Najbardziej znanym stablecoinem jest Tether. To kryptowaluta, dla której zabezpieczeniem mają być dolary amerykańskie. Proces deponowania tych środków nie jest przejrzysty i nigdy nie był badany przez niezależnego audytora. Poza tym w grudniu 2018 roku w obiegu było ponad 1.850.000.000 Tetherów. Trudno jakoś uwierzyć, aby spółce udało się zabezpieczyć 2 miliardy dolarów aktywów.
Stabilność ceny takiego typu tokenu nie musi być jednak zawsze gwarantowana tradycyjnymi pieniędzmi znajdującymi się w konkretnej instytucji finansowej lub innym majątkiem emitenta. Istnieją stablecoins, których zabezpieczeniem są rezerwy w innej kryptowalucie lub też regulowanie popytu i podaży przy udziale innych metod. Chodzi na przykład o smart kontakty.
Uwaga na ustawę
Z tego powodu, że wiele stablecoinów ma ścisły związek z tradycyjnymi pieniędzmi istnieje obawa, że zostaną one w pierwszej kolejności objęte restrykcyjnymi regulacjami prawnymi. Mogą zostać zakwalifikowane – zgodnie z ustawą z dnia 19 sierpnia 2011 roku o usługach płatniczych – do kategorii pieniędzy elektronicznych. A to z kolei wiąże się dla emitenta na przykład z koniecznością posiadania kapitału założycielskiego w wysokości 350 000 euro czy obowiązkiem uzyskania zezwolenia Komisji Nadzoru Finansowego. Trzeba też pamiętać, że za bezprawną działalności związaną z wydawaniem pieniądza elektronicznego grożą grzywna do 5 000 000 złotych, do 2 lat pozbawienia wolności albo obie kary łącznie.
Przykład dał JP Morgan
Wiele wskazuje na to, że rozwój stablecoinów to obecnie jedno z najważniejszych wyzwań branży blockchain w 2019 roku. Świadczy o tym to, co zrobił już między innymi JP Morgan. Otóż ogłosił stworzenie własnego tokenu o nazwie JPM Coin, którego wartość ma być ściśle powiązana z dolarem amerykańskim. W Polsce również próbowano wprowadzić kryptowalutę opartą na narodowym pieniądzu. Prace nad nim prowadził Polski Akcelerator Technologii Blockchain. Patronat nad pracami miało Ministerstwo Cyfryzacji. Wycofało go jednak, gdy ujawnione zostały informacje, że taki projekt powstaje.
